MAPS: the Portuguese model



There has been a lot of talk in this forum - and understandably so - about
Dutch drugs policy, but a complete silence (unless I've missed something)
about the far more radical drugs policy adopted by the government of
Portugal. I must confess that I knew nothing about this until yesterday,
when I was glancing through my local paper and saw an article on the Borough
of Camden thinking of setting up shooting galleries for heroin addicts - to
get them off the streets. This contained the surprising statement that the
Portuguese government had decriminalised all drugs two years ago.

I had a look on the net, and it turns out that this is indeed true, though
the law only came into effect in Portugal eight months ago. There's a ton of
