MAPS: Dutch Report Valid

The different population sizes of the US and the Netherlands do not render
meaningless the claim that there is less cannabis use in the Netherlands than
in the US. The essence of that report was not the comparison of the raw
numbers of cannabis users in the two countries but the comparison of the
percentages of the population who have used cannabis.  When percentages are
compared, which was what was done in the report, the different sizes of the
populations are factored out.  Therefore, the report is indeed meaningful.
