Prop 200 in Arizona was approved by a little more than two thirds of the voters
and "decriminalized" *all* substances. It permitted a doctor to prescribe any
substance on earth so long as another doctor concurred. It was *not* aimed at
marijuana exclusively. For this reason it was ignored by -- among other groups
-- NORML. The George Soros front group that promoted the initiative in
California did not deign to support the Arizona proposal, either.
The only thing the Arizona proposition did was to remove all obstacles to the
entire range of medicinal substances without favoring any one of them. It is
"tougher" in that it required two MDs to prescribe whatever substance and it got
a larger percentage of votes than the lukewarm California version.
I believe the Arizona legislature took immediate steps to hamstring the law,
using the excuse that "the voters didn't know what they were doing." So far as
I know they have been successful. Thus, Broder is just that much more in error.
